Synopsis

Dong Puo Village in western China underwent significant political changes at the end of the 20th century. In the winter of the Year of the Tiger, the revised Villager’s Committee Organization Law was issued. Three thousand villagers elected representatives to choose candidates for the Villager Committee. Over three years, the film observes these developments as they relate to “democratic” autonomy within the context of rural politics, economy, and culture in China.
