WTF Is An Earmark?

Congress used this same process to fund projects like the human genome project and a museum for Woodstock 1969. Earmarks allow members of Congress to allocate funds for specific projects in their districts by including them in larger bills. This practice, which has existed since the first Congress in 1789, has faced criticism for corruption, leading to a ban in 2011 after several members went to jail for misuse. However, after a decade, Congress has reinstated earmarks with new rules aimed at increasing transparency and reducing the risk of corruption. The new regulations limit earmarks to one percent of a spending bill and prohibit for-profit entities from receiving them, focusing instead on not-for-profit organizations. Nearly all Democrats and about half of Republicans have requested new earmarks, with a recent transportation bill featuring over four billion dollars in earmarks for Democrats and approximately 1.7 billion for Republicans. Experts believe that these changes will help Congress function more effectively.
