On August 1, 2014, the Israeli Army invoked the Hannibal Directive in Rafah, Gaza, during a military operation aimed at preventing Hamas fighters from escaping with a captured Israeli officer. Created in 1986 by three senior commanders, the directive mandated extreme measures, even at the risk of civilian lives. The ensuing violence resulted in the deaths of at least 135 civilians, including 75 children. Amnesty International and other organizations condemned the events of that day, known as "Black Friday," as a war crime.
