Over four years, at least 200,000 people have been killed, and 2.5 million have been displaced from their homes. Mass rapes have been reported as a weapon of war. FRONTLINE producer Neil Docherty investigates the international community's response, questioning why the United Nations has failed to intervene and prevent further atrocities.
