Outside the Latvian parliament building in Old Rīga, individuals chant "Atlaist Saeimu." (Sack the parliament.). For years, they have gathered to call for a referendum to dissolve the parliament. Since 2010, the parliament has been dissolved constitutionally only once. In 2009, a violent protest led to an attack on the building and the fall of Ivars Godmanis' cabinet. The film presents various perspectives from people and political forces advocating for this demand over time.
