Suleimane Biai, a filmmaker and régulo, oversees the construction of a community meeting house in Birbam, Guinea-Bissau. Filipa César documents this process over three weeks in February 2014. The project aims to serve the surrounding villages, reflecting the region's post-colonial history and the role of film in the struggle for liberation. César's work since 2011 has focused on the film production in Guinea-Bissau, linking it to the country's recent past.
