Synopsis

At the Institute for Public Housing in Naples, around 100 employees manage the needs of residents living in 40,000 homes. When the office opens to the public, staff members confront a range of issues from citizens while adhering to strict bureaucratic procedures. The documentary follows their daily interactions, revealing the challenges of implementing solutions within legal constraints.
