Synopsis
In 1995, three teenagers enter an apartment in New York City and are shot multiple times by plain clothes NYPD officers. Two of the boys die, and one is injured. The officers allege that the teenagers intended to rob the tenants. Following a Grand Jury's decision that cleared the officers, one mother begins her own investigation. The Civilian Complaint Review Board (CCRB) later finds evidence of a flawed investigation and attempts to conceal details that could reflect poorly on the NYPD, reaching up to Mayor Rudy Giuliani.
