COVID-19 rapidly spread through Immigration and Customs Enforcement (ICE) detention centers, with the first cases reported in late March 2020. By mid-April, 1,207 confirmed cases emerged among detainees and staff across 56 facilities. Stefan Etienne, who tested positive on April 17, details his experience of being transferred multiple times between facilities, which heightened the risk of transmission. His transfer to Bristol County Jail in Massachusetts coincided with a nurse testing positive, prompting advocates to highlight how ICE's practices hinder efforts to control the outbreak.
