Tempestad tells the intertwined stories of two women facing severe injustices in Mexico. The second story follows Adela Alvarado, a circus clown who has spent a decade searching for her daughter Mónica, who has disappeared. The film juxtaposes their experiences, illustrating the impact of violence and loss on personal lives in contemporary Mexico.
